What is BOC?

The Building Operator Certification (BOC) program is a competency-based training and certification program that educates facility operators and managers on energy efficiency for all aspects of building management and maintenance. BOC training is offered at two levels: Level I and Level II. Level I training emphasizes energy-efficient building maintenance practices. Level II stresses advanced equipment troubleshooting and preventive maintenance.

Participants receive a nationally-recognized certification by completing a series of monthly training sessions, exams and take-home project assignments. The program offers interactive classroom and group discussions where participants bounce ideas off industry experts. Practical take-home projects enable each participant to gain firsthand experience using the tools and methods taught in class to build records on each organization's electrical systems, HVAC operations, lighting levels and controls, and annual profiles of energy consumption. Upon completion, participants have in-depth reference manuals specific to his or her facility and access to BOC's wide network of participants, experts and resources to leverage for troubleshooting, best practices and advice.

Background

Original development for the BOC program was provided by the Northwest Energy Efficiency Alliance, a non-profit group of electric utilities, state governments, public interest groups and industry representatives committed to promoting affordable, energy-efficient products and services. Today, the Northwest Energy Efficiency Council (NEEC), a non-profit business association of the energy efficiency industry with member companies throughout the Pacific Northwest, is leading efforts to make BOC a nationally recognized standard.

The Midwest Energy Efficiency Alliance (MEEA) administers BOC in the Midwest with support from the Illinois Department of Commerce and Economic Opportunity, the Iowa Energy Center, Alliant Energy-Interstate Power and Light, Co., Aquila, MidAmerican Energy Company, the Minnesota Department of Commerce, the Missouri Department of Natural Resources, AmerenUE and the Ohio Department of Development. BOC courses are currently available in twenty-one states across the US and in these Midwestern states: Illinois, Iowa, Minnesota, Missouri, Ohio, Kansas and Wisconsin.

Midwest Energy Efficiency Alliance (MEEA)

The Midwest Energy Efficiency Alliance (MEEA) is the leading source and champion for advancing sound energy-efficiency policies, programs and priorities to stretch essential resources. MEEA balances the interests of its diverse members, creating a common ground to affect positive change. Through MEEA, utilities, local and state governments, non-profits, manufacturers, retailers, consultants and others work together toward a shared vision for energy efficiency in the Midwest.

As a central source for information and action, MEEA raises awareness, facilitates energy-efficiency programs and strengthens policy across a nine-state region. MEEA brings together a respected network of members, partners, board and staff, and inspires others to create new technologies, new products and new ways of thinking in energy efficiency.

One way in which MEEA accomplishes defined goals is by offering energy-efficiency programs, including training and workshops, to the residential, commercial, institutional and industrial markets throughout the Midwest. MEEA facilitates collaboration between regional, state, local, public and private groups, and creates programs that tie into national campaigns and initiatives. The programs demonstrate measurable and quantifiable economic savings, environmental savings, leverage of dollars and aggregation of resources, as well as provide marketing, advertising and public relations visibility.
